TCC GIVES THE OPPORTUNITY TO DPOs TO REALLY FOCUS
ON THE ISSUE THAT CONCERNS THEM
SHARE-SEE provides Training, Counselling and Consultancy sessions (TCC) in order to enable DPOs to develop Skills, Knowledge, Attitudes, Values and Creative Acts necessary for the development of their individual and organisational capacities that will lead to Social Change.
Functioning like a flexible and live mechanism, TCC is rather a support system to the empowerment of the disability movement. The components can be performed for a wide range of tasks and at different stages of the DPO activities. Therefore, each intervention does not perform only one function and does not finish at one time activity.
The TCC tool box presents a set of training material, techniques and services offered to DPOs in the region. The tools have been arranged in such a way that DPOs can choose the matching type of support to an identified task .
In order to focus on DPOs' specific needs and to issue a tailor-made answer, the TCC tool box intervenes through: peer counselling , consultancies and in-house training , and four module training.

The peer-counselling activities, known as “process oriented” tool, implies an effective transfer of knowledge and skills. This is a flexible and on-going activity. Upon request, SHARE-SEE core partners advice DPOs on different issues, in order to help them solve their problems or access to specific information. Peer counselling is performed with a coaching and mentoring attitude.
By telephone, mail or face-to-face, this activity aims to answer to the lack of self-confidence among DPOs through sharing best practices and facilitating the integration of grass-root DPOs into the Disability Movement.

After evaluation of the DPO's need, the in-house training takes place in the premises of the organisation itself. With the participation of DPO's members and team works, the DPO gains thorough knowledge and skills on topics requested.
The consultancy activities implies an effective transfer of skills and is hence more “ result oriented ”. In this case, the DPOs have the possibility to get specific technical assistance in project implementation activities or help in organizational development efforts.

The SHARE-SEE training curriculum is based on the Disability Awareness in Action training tool-kit material and in line with the goal set by UNWP (United Nations World Program of Action concerning Disabled Persons, Paragraphs 26 and 28) :
…” The role of DPOs includes providing a voice of their own, identifying needs, expressing views on priorities, evaluating services and advocating change and public awareness. As a vehicle for self-development, the training organizations provide the opportunity to DPOs to develop skills in the negotiation process, organizational abilities, and mutual support, information-sharing. In view of their vital importance in the process of participation, it is imperative that DPO development be encouraged."
The SHARE-SEE training Curriculum consists of our four training modules :
I module - Disability Awareness
DA presents the basic training module for Share See Training Curriculum and includes:
Presenting the Social model of disability,
Concept of independent living and self-determination,
Integration process,
Language of disability,
Concept of equal opportunities and self-representation,
Participation and basics of the Human Rights with presentation of the main legislation and policy recommendations –
Awareness rising: Information on comprehensive approaches towards disability such as the “handicap creation process” model, Independent living's philosophy and information on the UN standard rules.
Building self-confidence of people with disability who usually have a very restrictive vision of their capabilities.
Disability and Human Rights issues: What are Human Rights? What are the links between Human Rights and disability? What is discrimination?
II module – Capacity Building
CB presents the continuation module for and offer empowerment covers following topics:
An organizational approach to capacity building: Managing your Organization (project cycle management, human resources management, financial management, fund raising techniques, small business management, marketing etc). Managing Change in your organization (organizational assessment, models of changes, managing change processes)
And more advance - Co-operation, conflict management and institutional development : skills to build cooperation and partnership with the different kind of stakeholders of the community and with authorities in order to optimize the mobilization of local resources, to improve the local and national governance and participation in the decision-making; non-violent communication; Conflict resolution; stakeholder analysis, partnership concepts, negotiation etc.
III module – Project Management
PM covers the following topics:
Needs based development vs. Asset based community development, needs assessments, surveys, community mapping – learning on micro and micro environment,
Human resources and organizational capacity development,
Problems identification and developing possible solutions, choosing best solution,
Project planning,
Project implementation,
Monitoring and evaluation.
IV module – Advocacy
Advocacy training presents the advance module for empowerment of beneficiaries and covers the following topics:
Comprehensive approach on the stakeholders system influencing the situation of people with disability;
Information on legal frameworks and policy reforms;
Skills related to prevention, social changes and awareness campaigns within the community;
Advocacy and lobbying towards key stakeholders.
Advocacy training presents tools and knowledge to DPOs in order for them to play a role in the lobbying of decision makers, in monitoring of the ongoing reform and Poverty Reduction Strategy (PRSP) implementation in their countries.

Close to the municipalities
and citizens through the Implemented Agenda 22
Close to the municipalities toward generating effective
and constructive in-depth discussions and action by the
municipalities, non-governmental organizations and institutions
in the local level regarding the specific areas that affect
every day lives of persons with disabilities by bringing
the proposed law closer to the municipalities.
Within this frame a seminar was held in Veles from the 10th
to – the 12th of June 2006 with 20 representatives
from 10 DPOs from Macedonia. This training seminar had two
sections. The first section was focused on the importance
of the implementation of Agenda 22 and the need to establish
local disability action plans aimed at the full participation
of people with disabilities in cooperation with local authorities.
The other section of the training focused on strengthening
capacity to lobby through cooperation and networking with
other non-governmental organizations. During the debates,
the Polio Plus team was simultaneously lobbying the parliamentary
deputy candidates in the municipalities where the debates
took place.
Creating local action plans
– a training seminar in the municipality Centar in
Skopje
A training on the topic: 'Creating a local action strategy
plan' was held in the municipality Centar in Skopje on the
19th of June 2006. The participants were representatives
of 6 municipalities of Skopje, representatives of Polio
Plus and Megasi and a representative from the MLSP. The
role of the organizations was to give consultations to the
municipalities in their process of designing the plans.
The aim of this training was to promote and to inform the
representatives of the local municipalities on the need
and the value of creating a plan and a program for solving
the important questions for their citizens. They were informed
about the means and value of the strategy and the new obligations
that they have now within the process of decentralization.
At the end of this training the representatives were asked
to create a local plan for a problem that they consider
as the most important.
During March and April 2004, a 20 days training course
on Advocacy, Partnership and Project Cycle Management for
the association's members of Albania Disability Forum has
been conducted. 15 Disabled People Organizations and Parents
Associations participated in the training in a very active
way. These training sessions were followed by advocacy actions
carried out by the trainees under the project's name of
Urban Access. The 8 th and 9 th of April 2004, the trained
people organized a public awareness campaign on roads accessibility,
where they used the learnt advocacy techniques and public
relation skills. This two days campaign was organized in
partnership with national and local media. There were produced
portable ramps and posters for this campaign. Disabled people
and their familiars put the ramps in main roads of Tirana,
which are under construction, but not designed to be used
by people with disability. The posters, with the symbol
of “No access for PwDs” were posted in every administrative
institutions and cultural centres of the main roads of Tirana.
As an outcome of the training course, the associations participated
in the elaboration of the draft Law on Social Protection
in Albania. Another legal step that the Forum has undertaken
is the elaboration of the draft law on the Guardianship
for People with Mental Health Problems. This draft was worked
out by a group of parents, members of parents ‘associations
.
Following the grantees selection of the second SHARE-SEE Call for Proposals in May 2004, 3 grantees from Macedonia were selected : the Association of Students with disabilities Skopje, The Regional Handicap Centre of Prilep and Poraka from Negotino. In order to support all these associations in the implementation of their project, the Local Project Officers in Macedonia along with the core partner Polio Plus have organised a training for these three granted organisations. The selected topics of the training were the explanation of the SHARE-SEE project approach and spirit, monitoring and follow up of the project and the guidelines for writing narrative and financial report. At the end of the training, the 6 participants were thoroughly satisfied and presidents of these organisations signed the SHARE-SEE contract.
From 5 th to 7 th of March 2004 in Bijelo Polje, Montenegro, the first SHARE-SEE training seminar was held. The training consisted of two parts. The first was Awareness on disability issues – facilitated by a Association of Disabled Students and the second Public Relations – facilitated by CRNVO from Podgorica. 13 participants from 5 Disabled People Organisations from Pljevlja, Podgorica, Bijelo Polje and Niksic were very active and motivated to learn something new that will enable them to work more efficiently within their organizations. After the 3-day training, all participants and trainers expressed their satisfaction and great value of this experience.
