Konferencija "Inkluzivno obrazovanje - perspektive u Srbiji i iskustva iz okruzenja"

Konferencija "Inkluzivno obrazovanje - perspektive u Srbiji i iskustva iz okruzenja"

Udruzenje studenata sa hendikepom Beograd uz podrsku Ministarstva rada, zaposljavanja i socijalne politike Republike Srbije i Fonda za otvoreno drustvo organizuje konferenciju "Inkluzivno obrazovanje - perspektive u Srbiji i iskustva iz okruzenja" od 01. do 04. novembra 2006. godine.
Opsti cilj ove konferencije je kreiranje uslova za implementaciju inkluzivnog obrazovanja na svim nivoima u Republici Srbiji i ostvarivanje osnovnog ljudskog prava osoba sa hendikepom na jednake mogucnosti u pristupu obrazovanju, kroz:
- osnazivanje mladih aktivista i aktivistkinja organizacija koje se bave inkluzivnim inicijativama, kao i predstavnika i predstavnica Mreze za inkluzivno obrazovanje i lokalnih timova iz razlicitih gradova u Srbiji za zagovaranje uspostavljanja inkluzivnog obrazovanja u Srbiji,
- informisanje o drzavnim inicijativama i razmenu iskustava iz lokalnih sredina i prezentovanje inicijativa i uspesnih domacih i modela iz okruzenja.
Tokom seminara, predstavnici i predstavnice Ministarstva prosvete i sporta, Ministarstva rada, zaposljavanja i socijalne politike, organizacija koje se bave reformama i kvalitetom obrazovanja, predstavice trenutne aktivnosti i inicijative svojih ustanova/organizacija, koje su relevantne za uspostavljanje inkluzivnog obrazovanja u Srbiji.
USH se odlucilo za interaktivno ucenje i razmenu iskustava kao jedna od najboljih oblika osnazivanja osoba koje se bave promocijom i uspostavljanjem inkluzivnog obrazovanja. Putem predavanja ucesnici ce dobiti teorijski i filozofski input i okvir koji ce im omoguciti kvalitetnije ucesce u ostalim aktivnostima seminara. Radionice, na kojima ce se koristiti tehnike interaktivnog rada, obezbedice ucesce predstavnica i predstavnika razlicitih
zainteresovanih grupa u procesima identifikovanja prepreka i kreiranja preporuka za dalji proces zagovaranja uvodenja inkluzivnog obrazovanja.
Iskustvo iz regiona inicirace ukljucivanje iskustava i novih modela adekvatnih za lokalne i nacionalne uslove, kroz uporedivanje stanja u nasoj zemlji i zemljama u okruzenju (ekonomski, socijalni, kulturoloski preduslovi itd).
Mesto i vreme odrzavanja: Hotel ŤTamisť, (Pancevo) Beograd, 1.-4. novembra 2006. godine. Troskove smestaja ucesnika i ucesnica (hrana i smestaj u dvokrevetnim sobama u hotelu) i prevoza pokriva USH Bgd. USH vodi racuna o cross disability pristupu i individualnim potrebama/specificnostima.
Rok za slanje prijava je sreda 18. oktobar 2006 do 16 casova. Odabranim ucesnicima i ucesnicama obavestenje ce biti dostavljeno 23. oktobra do 16 casova.

Seminar u okviru projekta "Mladi aktivisti"

Centar za samostalni život invalida Srbije organizuje u okviru projekta "Mladi aktivisti" program edukacije i trodnevni seminar u cilju stvaranja uslova i motivisanja mladih osoba sa invaliditetom za društveno angažovanje i ucešce u radu Centra i drugih organizacija osoba sa invaliditetom na teritoriji grada Beograda.
Ucesnici na projektu ce biti u mogucnosti da prate program edukacije podeljen u cetri modula i seminar:
Modul 1- Proces nastanka invaliditeta
Jezik invalidnosti
Modul 2- Socijalni pristupu invalidnosti
Filozofija samostalnog života
Modul 3- Civilno društvo
Ljudska prava i diskriminacija
Modul 4- Tre ci sektor / Ne vladine organizacije
Omladinski aktivizam i volonterizam
Trodnevni seminar sa temom "Upravljanje ciklusom projekta"
Svi zainteresovani kandidati trebaju popuniti kratku formu CV-a koji se nalazi na kraju teksta i poslati ga na goloncar@gmail.com ili cilsrbija@digit.co.yu do 12.00h (podne) 20. septembra 2006 godine. Intervijui sa zainteresovanim kandidatima ce se obaviti u periodu 22 - 29 septembra u prostorijama Centra za samostalni zivot invalida Srbije - CIL Srbije sa sedistem u Milenka Vesnica 3, Beograd.
Sva cetri modula edukacije ce biti održana u periodu 03.10.2006 do 06.11.2006 godine u Beogradu. U prvoj nedelji decembra 2006 održace se trodnevni seminar o Upravljanju ciklusom projekata izvan Beograda. Na kraju edukacije svi ucesnici ce dobiti potvrde o pohadjanju.

Izložba slika grupe "Vidljivi"

U.G Živeti Uspravno iz Beograda organizuje izložbu slika grupe "Vidljivi" pod nazivom "Nevideno od Vidljivih".
Otvaranje izložbe je u četvrtak 14.09.2006. u 18:00, a izložbu otvara slikarka Biljana Wilimon, umetnicki program vodi glumac Siniša Ubovic, nastupa Tijana Vucetic sa repertuarom "Stare kosovske pesme." Kao likovni kritičar prisustvovaće i gospođa Olivera Vuković .
Izložba traje od 14.09.2006. do 14.10.2006., a propratni program će činiti i četiri radionice. Tri radionice se odnose na osobe sa invaliditetom koje su slikari i nazvane su "Kako sam postao slikar", a četvrta radionica predstaviće Forum tehniku Balans teatra koji se bavi rešavanjem raznih životnih problema u okviru projekta "Ticket for Visibility".
U.G Živeti Uspravno iz Beograda je zajedno sa Opštinom Zvezdara i bibliotekom Vuk Karadžic započelo akciju da svako mesto od značaja za kulturu postane dostupno. Početak te akcije je i dostupnost male galerije Miljković u zgradi Pan teatra. Galerija se nalazi u Bulevaru Kralja Aleksandra 298.

Regionalni sastanak medjunarodne federacije mladih sa ostecenjem sluha

Od 24. do 30 avgusta 2006. Centar za razvoj inkluzivnog drustva CRID, realizuje regionalni sastanak medjunarodne federacije mladih sa ostecenjem sluha.
Satanak ce okupiti mlade ljude koji imaju ostecen sluh iz nekoliko Evropskih zemalja, koji ce razmeniti iskustva sa clanovima CRID-a koji imaju ostecen sluh u cilju poboljsanja uslova zivota, studiranja, rada, itd. osoba koje imaju ostecenje sluha u Evropi. Ocekuje se i gost iz EHO Novi Sad.
Ovo je drugi sastanak u toku ove godine , a o prvom sastanku, koji je odrzan u Strazburu, mozete procitati na sajtu Centra za razvoj inkluzivnog drustva www.crid.org.yu na stranici IFHOHYP.
Ovaj program se realizuje uz podršku Saveta Evrope - Direktorata za omladinu i sport.

Olaksice za zapošljavanje

Prema zakonu o obaveznom socijalnom osiguranju, koji ce se primenjivati od 1. septembra, poslodavac koji zaposli osobu sa invaliditetom na neodredeno vreme, za tu osobu tri godine nece placati poreze i doprinose. Poslodavac osobu sa invaliditetom može da otpusti samo ako ne ispunjava radne uslove.
Onaj poslodavac koji ne želi da zaposli osobu sa invaliditetom morace da izdvaja odredeni novcani iznos na poseban namenski racun, iz kog ce se finansirati razliciti programi za samozapošljavanje, profesionalnu rehabilitaciju i opšte unapredenje položaja osoba sa invaliditetom u okviru radnog mesta.
Prema novom modelu zapošljavanja, poslodavac ce moci da dobije sredstva od Nacionalne službe za zapošljavanje kako bi radno mesto prilagodio potrebama osoba sa invaliditetom.
Nacionalna služba finansira opremanje radnih mesta za osobe sa invaliditetom. Taj iznos je 90.000 dinara plus 12 meseci zarade i doprinosa ili subvencija koja ide na teret poslodavca.

Study visits in Brussels for delegates of disabled people organisations from the Western Balkans
In the framework of EDF project “Supporting disabled people’s umbrella organizations and networks throughout the CARDS region”, delegations of disabled people’s organisations from Albania, FYROM, Kosovo, Croatia, Serbia and Montenegro and Bosnia and Herzegovina will visit Brussels from the 27th to th 29th of June 2006.
This visit aims at providing participants with an insight of the EU decision-making process, with a particular focus on disability issues and the Stabilisation and Association Process to the European Union. Participants will meet members of the European Parliament, officials from the European Commission and representatives of diplomatic missions of their countries.
On the first day, they will have an information session delivered by EDF on the functioning of the institutions and lobbying. The objective is also to meet the representatives of european specific impairment organisations in order to share views and experiences.

Studijska poseta Briselu predstavnika organizacija osoba sa invaliditetom
Predstavnici Organizacija OSI Zapadnog Balkana u studijskoj poseti Briselu od 27. do 29. juna 2006.godine
U okviru EDF projekta “Podrška stvaranju kišobran organizacije i mreže u CARDS regionu”, delegati Organizacija OSI iz Albanije, Makedonije, Hrvatske, Srbije, Crne Gore i Bosne i Hercegovine ce posetiti Brisel od 27. do 29. juna 2006.godine.
Cilj posete je da se ucesnicima obezbedi uvid u proces donošenja odluka u okviru Evropske Unije, posebno u oblasti invalidnosti, kao i u proces stabilizacije i pridruživanja Evropskoj Uniji. Ucesnici ce se sresti sa clanovima Evropskog Parlamenta, zvanicnicima Evropske Komisije i predstavnicima diplomatskih misija svojih zemalja.
Prvog dana posete EDF ce organizovati informativni sastanak o funkcionisanju institucija i lobiranju. Delegati ce se takodje sresti sa predstavnicima odredjenih evropskih invalidskih organizacija radi razmene stavova i iskustava.

Independent Living seminar in Tirana
CIL representatives have been invited to host a seminar on Independent Living for representatives of DPOs in Tirana. The seminar will be held on the 27th adn the 28th of July 2006. The aim of the seminar is to inform people with disabilities from Tirana about the history of the independent living movement, the philosophy of independent living, the independent living network in Europe, about CIL Serbia’s work and its experience with the project Personal Assistants Service.
CIL Serbia hopes that this seminar could be the starting point first of all for the Associations of muscular distrophy and paraplegics to learn about the concepts of incependent living and personal asistance, develop the services, exchange experiences in the region, raise funds and apply for this service to the government.

Seminar o samostalnom životu u Tirani
Predstavnici Centra za samostalni život invalida Srbije održace u Albaniji seminar o Samostalnom životu za predstavnike organizacija osoba sa invaliditetom iz Tirane 27. i 28. jula 2006. godine. Cilj seminara je upoznavanje osoba sa invaliditetom iz Tirane sa istorijatom samostalnog života, filozofijom samostalnog života, mrežom centara za samostalni život u Evropi, radom Centra za samostalni život u Srbiji i iskustvima projekta Servis personalnih asistenata. Ocekuje se da bi ovaj seminar mogao da bude polazna tacka pre svega za udruženja distroficara i paraplegicara da se upoznaju sa konceptom samostalnog života, znacajem personalne asistencije i iskustvima u regionu, da zapocnu rad na prikupljanju sredstava i zatraže podršku vlade za uvodjenje personalne asistencije kao vida podrške osobama sa invaliditetom.

The implementation of Poverty Reduction Strategy
During July and August 2006, national and international consultants will work with the representatives of civil sector and the Team for PRS implementation on defining the methodology and the mechanisms for a more active involvement of NGOs in the process of promotion, monitoring and implementation of the recommendations of the Poverty Reduction Strategy.
This is a step forward in defining the mechanisms of cooperation between NGOs and the Team of the Vice-president of Serbian Government for Poverty Reduction Strategy.

Nastavak rada na primeni Strategije za smanjenje siromaštva
Kao dalji korak na definisanju mehanizama saradnje NVOa i tima potpredsednice Vlade za primenu Strategije za smanjenje siromaštva, u julu i avgustu bice angažovani nacionalni i medjunarodni konsultanti koji ce zajedno sa nacionalnim timom za SSS i predstavnicima organizacija civilnog društva raditi na definisanju metodologije i mehanizama za aktivnije ukljucivanje NVOa u proces promocije, monitoringa i primene preporuka SSS.

New CIL branch
Centar for Independent Living Serbia widened its network with one more branch.
On 29th of June 2006 new CIL branch was established in Cacak.

Nova pridruznica Centra za samostalni zivot invalida Srbije
Centar za samostalni život invalida Srbije dobio je novu podružnicu u Cacku.
Dana 29. juna 2006 godine održana je osnivacka skupština nove podružnice Centra, kojoj su prisustvovali Borivoje Ljubinkovic, predsednik CSZ Srbije i Duško Savic, clan IO podružnice Centra u Smederevu.

Public Discussion on Draft Law on Pension and Disability Insurance in Kosovo
Seven regional public discussion meetings took place in June, to discuss draft Law on Pensions, before being adopted by National Assembly of Kosova.
The meetings were initiated and organized by ATRC and involved representatives from the civil society, the Pension Administration of the Ministry of Social Welfare, the Association of Pensioners, the Union of Pensioners, the Union of Independent Syndicates of Kosova, and law experts. They took place in Prishtina, Gjakova, Prizren, Gjilan, Mitrovica and Peja from June 17th to June 29th 2006.
Local experts and ATRC are in charge of writting recommendations of these public discussion meetings.
This initiative is supported by Friedrich Ebert Stiftung, Prishtina Office.

Round table “The civil society, political parties and elections”
On the 3rd of June 2006, The Macedonian Center for International Cooperation held a round table for members of the Civic platform in Macedonia. The round table gathered 19 representatives from its 10 members, as well as representatives from the civic association “Most” as guests. Representatives of Polio Plus as a member of the civic platform in Macedonia also participated to the round table. The topic of this round table was the relation between the civic society and the political parties; the moral and legislative standards and as for the communication link between the non governmental sector and the political parties in Macedonia.

EDF – Skopje, Unified Voice the string to success
Within the program “Capacity Building of Disabled People’s Organizations”, the European Disability Forum (EDF) held a training session in Hotel Kontinental – Skopje on the 16th June 2006. Participants to the training were representatives of the cross-disability movement, representatives of the NCIOM and representatives of the Ministry of Social and Labor Policy (MSLP). During the training, participants were informed about the advocacy work of disability organizations by an EDF representative, about the human rights approach to disability and about the United Nations Convention on the Rights of Persons with Disabilities. All the presentations were followed by discussions.
During the training, the EDF representative and legal experts from Macedonia talked about the Anti-discrimination legislation in the EU and the perspectives in Macedonia. Within that context, they also discussed about the approaches that can be used within the accession to EU in order to improve the rights of people with disabilities. The training program ended with the conclusion from EDF, Polio Plus and NCIOM regarding the questions and activities on the Unified Voice of persons with disabilities in Macedonia. The result of the training was the adoption of a common position of both NCIOM and the other DPOs to form a wide working group in order to prepare a platform and the general principles for establishing an Assembly where all organizations of people with disabilities would operate on the basis of the principle of equal rights and responsibilities.

Konferencija "Dizajn za sve!!!"

Centar za razvoj inkluzivnog društva organizuje od 25. do 26. maja 2006. godine u palati Ušce seminar o principima Univerzalnog dizajna, sa predavacima i gostima iz Beograda, regiona i sveta. Ideja seminara je da se utice na kreiranje uslova za bolji, kvalitetniji život celokupne društvene zajednice, dajuci akcenat na mogucnosti i sposobnosti osoba sa invaliditetom. Dizajn za sve predstavlja dizajn proizvoda i okruženja na takav nacin da bude upotrebljiv za sve ljude, u najširem mogucem opsegu, bez dodatnog prilagodavanja ili specijalizovanog dizajna. Svrha Dizajna za sve je da se pojednostavi život svakome putem proizvoda, komunikacija i izgradenog okruženja koji bi svi mogli da koristi bez dodatnih troškova. Dizajn za sve pogoduje ljudima svih dobi i sposobnosti. Dizajn za sve pospešuje inovativnost i poboljšava životni standard. Seminar ce se sastojati od tri celine i dva radna dana. Predavaci ce kroz svoje prezentacije uticati na sledece oblasti i probleme naše društvene zajednice:
Ljudska Prava;
- Podizanje svesti o toleranciji i poštovanju elementarnih ljudskih prava na slobodan izbor života, rada i stanovanja
- Prevencija grešaka nastalih usled nepažnje i neznanja
- Primena Pravilnika o uslovima za planiranje i projektovanje objekata u vezi sa nesmetanim kretanjem dece, starih, hendikepiranih i invalidnih lica iz 1997 god.

- Omogucavanje univerzalne javne potpune dostupnosti i samo-funkcionisanja
Pristupacnost ulica, zgrada i inovacija dizajna prostora i opreme (nameštaj i oprema za enterijer)
- Omogucavanje projektantima i dizajnerima, kao i drugim zainteresovanim/relevantnim stranama lak pristup informacijama o univerzalnom dizajnu - vebsajt, preventivna edukacija, standardizovani prirucnici i CD-ovi, konsultacije
Inovacije u dizajnu:
- Otvaranje nove oblasti u dizajnu i industrijskom dizajnu obukom nove generacije dizajnera
- Prihvatanje i unapredivanje iskustava iz prakse (npr. Rem Kolhaas-ova kuca za osobu sa hendikepom – Leveled House)
- Težište na obrazovanju i zapošljavanju i stvaranja uvida kod dizajnera koji bi mogli da zapocnu napredak u gradevinarstvu i industriji, unaprede kvalitet života za svakoga i stvore podlogu za nove ideje

European Action Plan to promote the rights and full participation of people with disabilities in society adopted

In April 2006, the Council of Europe adopted the recommendations of the Council of Ministers, Rec (2006)5 on a European Action Plan to promote the rights and full participation of people with disabilities in society: improving the quality of life of people with disabilities in Europe 2006-2015. This action plans seeks to translate the aims of the Council of Europe with regard to human rights, non-discrimination, equal opportunities, full citizenship and participation of people with disabilities into a European policy framework on disability for the next decade. This action plan provides a comprehensive framework that can be adapted to country-specific conditions and is intended to serve as a roadmap for policy makers in EU membership countries.

Law on the Prevention of Discrimination against Persons with Disabilities adopted in Serbia

The Parliament of the Republic of Serbia adopted the Law on Prevention of Discrimination against Persons with Disabilities on April 17th 2006. The initiative on antidiscrimination legislation began in 2002, spearheaded by the disability movement and human rights NGOs in Serbia. The first draft of the Law was prepared by experts from the Institute for the Advancement of Legal Studies in Belgrade, the Center for Independent Living Serbia and the Union of DPOs of Serbia in 2003. In 2004 the Department for the Protection of people with disabilities of the Ministry of Labor, Employment and Social Affairs set up a working group made up of ministerial experts, representatives of the disability movement and experts of the Institute to finalize the draft. The draft was submitted to Parliament in September 2005 and adopted in april this year.

Usvojen Zakon o sprečavanju diskriminacije osoba sa invaliditetom u Srbiji

Skupština Srbije usvojila je 17. aprila 2006. godine Zakon o sprečavanju diskriminacije osoba s invaliditetom.
Zakon o sprečavanju diskriminacije osoba s invaliditetom, kojih u Srbiji ima izmedu 700 i 800 hiljada, definiše sprečavanje tri vida diskriminacije - neposrednu, posrednu i povredu načela jednakih prava i obaveza.
Ovaj zakon, koji je usvojen jednoglasno, predviđa stvaranje uslova koji ce omogućiti ravnopravno uključivanje ovih osoba u sve životne aktivnosti.
Takođe, predviđeno je i eliminisanje diskriminacije u oblasti zdravstva, obrazovanja, zapošljavanja i svih drugih segmenata života i rada, dok su pod pojmom teških oblika diskriminacije regulisane i netrpeljivost i propagiranje diskriminacije od javnih vlasti i institucija.
U cilju sprečavanja diskriminacije u oblasti informisanja, predviđeno je uvođenje svakodnevnog saopštavanja informacija odgovarajućom tehnologijom simultanog pisanog teksta.
Prihvatanjem poslaničkih amandmana, u ovaj zakon su uključene i kaznene odredbe za povredu zakonskih normi.
Kaznom od 10.000 do 100.000 dinara kazniće se udruženje koje odbije da učlani osobu sa invaliditetom, postavi posebne uslove za njeno učlanjenje ili joj uskrati pravo da bira i bude birana u organe upravljanja udruženja.
Kaznom od 5.000 do 50.000 kazniće se i odgovorno lice u udruženju za isti prekršaj.
Kaznom od 10.000 do 100.000 dinara bice kažnjeno i pravno lice ukoliko odbije da pruži zdravstvenu i drugu uslugu osobi sa invaliditetom ili odbije prijem u vaspitnu i obrazovnu ustanovu detetu predškolskog uzrasta, učeniku ili studentu sa invaliditetom, ukoliko njegova prethodno stečena znanja i obrazovanje odgovaraju toj ustanovi.
Kaznom od 10.000 do 500.000 dinara kazniće se za prekršaj nastavnik, vaspitač ili neko drugo lice koje je zaposleno u obrazovnoj ili vaspitnoj ustanovi, koje stalno ili učestalo uznemirava, vređa ili omalovažava učenika, studenta ili dete predškolskog uzrasta zbog njegove invalidnosti.
Kazne od 5.000 do 250.000 dinara predviđene su za prevoznika, odgovorno lice ili preduzetnika ukoliko odbije da preveze osobu sa invaliditetom.
U tekst ovog zakona ušao je i amandman kojim je za 1. januar 2007. godine pomeren rok za primenu mera za uključivanje osoba sa invaliditetom u okruženje, kako bi lokalne samouprave imale dovoljno vremena da stvore "pristupačno okruženje".

Serija okruglih stolova Udruženja studenata sa hendikepom na fakultetima Univerziteta u Beogradu

U okviru projekta "Promocija inkluzivnog visokog obrazovanja u Jugoistočnoj Evropi", Udruženje studenata sa hendikepom organizuje seriju okruglih stolova na fakultetima Univerziteta u Beogradu. Zajednička tema okruglih stolova je "Mladi sa hendikepom u visokom obrazovanju".
Raspored okruglih stolova na Beogradskom Univerzitetu je sledeći:

Početak projekta "Razvoj sektora obrazovanja u Crnoj Gori prema inkluzivnom obrazovanju"

U Crnoj Gori dato zeleno svjetlo za početak realizacije Projekta Vlade Crne Gore (Ministarstvo prosvjete i nauke) i Finske Vlade (Ministarstvo vanjskih poslova) koji nosi naziv: Razvoj sektora obrazovanja u Crnoj Gori prema inkluzivnom obrazovanju.
Period realizacije projekta je septembar 2005 - februar 2008. godine.
Vrijednost Projekta iznosi 1,6 miliona eura.
Program se sastoji iz tri komponente:
1. Razvoj politike u oblasti obrazovanja učenika sa poosebnim obrazovnim potrebama i inkluzije,
2. Podrška Filozofskom fakultetu Nikšic u oblasti obrazovanja osoba sa posebnim potrebama i inkluzivnog obrazovanja
3. Podrška Ministarstvu prosvjete i nauke i Zavodu sa školstvo u razvoju obuke nastavnika u službi u oblasti obrazovanja učenika sa posebnim potrebama i inkluzivnog obrazovanja.
Projektni tim i Radna grupa održavaju redovne mjesečne sastanka u cilju što potpunijeg povezivanja do sada preduzetih i trenutno aktulenih napora na polju obrazovanja sa posebnim potrebama i inkluzivnog obrazovanja u Crnoj Gori. Koordinacija inicijativa povećava šanse da se u reformi obrazovanja postignu značajni pomaci.

Rezultati konkursa Save the Children u Crnoj Gori

Save the Children objavio rezultate Konkursa za dodjelu malih grantova ( do 3. 000 eura) za partnerske projekte koji promovišu inkluzivno obrazovanje na lokalnom nivou. Pravo učestvovanja imale su nevladine organizacije u partnerstvu sa predškolskim i školskim ustanovama.
U prvom krugu izabrano je 6 partnerskih projekata koji će u narednom periodu imati šansu da u svojim sredinama sprovedu aktivnosti usmjerene ka unapređenju inkluzivnog pristupa obrazovanju.

 

Završetak izrade Nacionalne strategije održivog razvoja u Crnoj Gori

U Crnoj Gori se krajem mjeseca aprila završavaju aktivnosti na participativnoj izradi Nacionalne Strategije održivog razvoja. Proces koji je započeo sredinom prošle godine koordinirao je Savjet kojem je predsjedavao premijer Milo Đukanovic. Nevladin sektor bio je predstavljen radnom grupom na čijem čelu je NVO "MOST". Predstavnik Handicap International-a za Crnu Goru, Sonja Vasić, kontaktirala je predsjednika NVO "MOST" sa ciljem da provjeri da li je dat dovoljan naglasak interesima osoba sa invaliditetom (10 % stanovništva) i osoba starijih od 65 godina (12 % stanovništva Crne Gore) za rješenja koja se tiču pristupačnosti fizičkog okruženja. U tom smislu od nje je tražen kratak elaborat na ovu temu.
Nacrt Strategije biće dat na usvajanje krajem aprila/početkom maja ove godine.

Memorandum o saradnji izmedu "DES"-a i EHO Resursnog centra

RESURSNI CENTAR ZA OSOBE SA INVALIDITETOM EKUMENSKE HUMANITARNE ORGANIZACIJE (EHO) i Društveno preduzece za radno osposobljavanje, zapošljavanje i rehabilitaciju osoba sa oštecenim sluhom "DES", 24. marta 2006. godine, potpisali su memorandum o saradnji.
Potpisivanjem memoranduma o saradnji izmedu "DES"-a i EHO Resursnog centra, unapredice se saradnja i razvijace se zajednicke aktivnosti na poboljšanju položaja osoba sa invaliditetom u Novom Sadu i okolini.
Obe strane, potpisnice memoranduma, saglasile su se da ce jedna drugoj pružati podršku prilikom realizacije redovnih aktivnosti, a u okviru svojih delatnosti kojima se bave. Takode, EHO Resursni centar za osobe sa invaliditetom ce radnike DES-a i clanove njihovih porodica tretirati kao korisnike svojih usluga u svakom slucaju kada postoji potreba za tim.

Tribina: Beneficije i predrasude u zapošljavanju osoba sa invaliditetom i javna diskusija o prednacrtu Zakona o zapošljavanju osoba sa invaliditetom

Dana 4. aprila 2006. godine sa početkom u 13h u Svečanoj sali opštine Vračar biće održana tribina na temu beneficije i predrasude u zapošljavanju osoba sa invaliditetom i javna diskusija o prednacrtu zakona o zapošljavanju osoba sa invaliditetom. Predsednik Saveta za resavanje pitanja osoba sa invaliditetom opstine Vracar, Darko Ivić, pozvao je sve zainteresovane da prisustvuju ovoj tribini i daju svoj doprinos u formulisanju mogućih odredbi u novom zakonu, kako bi se na vreme uticalo na zakonodavca i doneo se pozitivan zakon.
Specijali gosti Saveta biće nadležni iz Nacionalne službe za zapošljavanje, direktori velikih firmi i banaka, kao i privrednici Vračara.

The Millennium Development Goals Working Group

The UN Country Team intend to support the process of tailoring Millennium Development Goals targets and indicators, and therefore contributing at the construction of an integrated monitoring system for developmental, poverty reduction and sectoral strategies in Serbia.
The process will start with a preliminary meeting of the MDG Working Group, on 31 March 2006, whereby the tailoring methodology and its relevance for the main national strategies will be presented.
In the following months, all MDG Working Group members will work at the development of proposals for national targets and indicators that will be later jointly discussed and agreed upon during a comprehensive workshop, before being submitted to the approval of the government.

Hidraulični ginekološki krevet za preglede žena sa telesnim invaliditetom

IZ KRUGA, Organizacija za zaštitu prava i podršku žena i dece sa invaliditetom Srbije, u saradnji sa Ministarstvom zdravlja Republike Srbije, uspela je da obezbedi sredstva za kupovinu specijalnog, hidraulicnog, ginekološkog kreveta za preglede žena sa telesnim invaliditetom. Krevet ce se nalaziti u ambulanti Dnevne bolnice GAK „Narodni front“, gde ce žene sa teritorije Beograda, moci svakodnevno da dolaze na preglede bez lekarskog uputa, samo sa zdravstvenom knjižicom. Pregledi ce se zakazivati preko organizacije IZ KRUGA. Žene sa invaliditetom treba da se jave na telefon 3448-044, kontakt osobi Snežani Madercic, ponedeljkom, sredom i petkom od 10-14 casova, koja ce u njihovo ime zakazivati preglede. Pregledi ce poceti 1.04.2006. i obavljace se svakog radnog dana od 08-14 casova. Prevoz od stana do bolnice i nazad obezbedivace same žene sa invaliditetom ili njihove maticne organizacije. U okviru programske aktivnosti ZDRAVLjE ZA SVE ŽENE, poslednje srede u mesecu u prostorijama naše organizacije, od 15 – 17 casova, bice održano zdravstveno predavanje lekara GAK „Narodni front“ o prevenciji i lecenju ginekoloških bolesti.. Iskreno se nadamo da cete svoje clanice obavestiti o novoj mogucnosti preventivne zdravstvene zaštite.


Medjunarodna konferencija "Autizam 2006"

Republicko udruženje za pomoc osobama sa autizmom organizuje medunarodnu konferenciju ‘’Autizam 2006’’. Konferencija ce se održati 25. i 26. marta tekuce godine u sali hotela ’’Interkontinental’’ u Beogradu.
Na ovoj konferenciji predavaće uvaženi pedijatri, biohemicari i nutricionisti iz zemlje i inostranstva, koji ce govoriti o biološkim aspektima autizma, njegovom povezanošcu sa nutricionizmom i ishranom, kao i servisima za edukaciju, brigu i podršku porodici.

Hrvatska dobila dnevne novine za slijepe

Pozivom na broj 01/4921-700 je ministrica Kosor u Hrvatskom savezu slijepih simbolicno pustila u rad tele-novine, u cije je pokretanje Ministarstvo uložilo oko 32.000 kuna.
Slijepima su za sad dostupni samo clanci Vecernjeg lista, jer su njihove web-stranice uglavnom tekstualnog sadržaja, ali ocekuju da ce se i ostale dnevne novine prilagoditi softveru koji digitalni tekst pretvara u govor.
Cijena poziva jednaka je ostalim pozivima u fiksnoj mreži, a interes oko 5800 slijepih u Hrvatskoj za dostupnošcu novinskih clanaka je velik.
"Kad je prije dvije godine pokrenut prvi projekt telefonskog citanja dnevnih novina slijepima, zvalo je stotinjak ljudi dnevno", kaže Danko Butorac iz Hrvatskog saveza slijepih. Taj se projekt ugasio jer su vijesti citali spikeri-volonteri, pa je izvedba bila preskupa.
Rješenje se pojavilo s web-stranicama dnevnih novina, na temelju kojih je tvrtka AlfaNum iz Novog Sada razvila inteligentni govorni automat koji korisniku nudi izbornik rubrika, naslova i tema. Jednostavnim uputstvima korisnik bira što želi citati, a racunalo mu zatim tecno cita izabrani tekst.
U petak su predstavljeni i drugi projekti koje je Savez napravio uz potporu Ministarstva obitelji, medu kojima su tiskanje udžbenika za slijepe ucenike, u što je uloženo pola milijuna kuna, tiskanje prvih prirucnika za roditelje slijepe predškolske djece, organiziranje kampova za slijepu djecu i dr.

Kazne vlasnicima zgrada nedostupnih osobama s invaliditetom u Hrvatskoj

U prosincu prošle godine donesen je Pravilnik o osiguranju pristupačnosti građevina osobama s invaliditetom i smanjene pokretljivosti, koji će invalidima uvelike olakšati život jer bi im trebao povećati pristupačnost građevinama.
Glavni cilj novog pravilnika je, kako smatraju u Ministarstvu zaštite okoliša i prostornog uređenja, omogućiti primjerenu pristupačnost građevina javne namjene te stambenih zgrada osobama smanjene pokretljivosti.
‘Najveće promjene odnose se na detaljnije uređivanje elemenata pristupačnosti koji se odnose na slijepe i slabovidne osobe te na gluhe odnosno osobe koje slabije čuju’, tvrdi Lino Fučić, načelnik u Upravi za graditeljstvo pri Ministarstvu.
Uz to, dodaje Fučić, preciznije je određen popis građevina koje moraju ispunjavati elemente pristupačnosti, a uređeno je i pitanje prilagodljivosti stanova.
Ovim se pravilnikom tako propisuju uvjeti projektiranja i gradnje te način na koji se osigurava nesmetani pristup i boravak osobama s invaliditetom u tim građevinama. Kada su elementi pristupačnosti ujedno i dio puta za izlaženje u slučaju opasnosti, tada moraju ispuniti i zahtjeve po posebnom propisu.
Vlasnik građevine dužan je održavati elemente pristupačnosti i ne smije smanjivati uvjete uporabe pomagala osoba s invaliditetom.
‘Ako se vlasnici ili osobe koje su profesionalno uključene u postupak projektiranja i građenja građevina ne budu pridržavale obveza iz Pravilnika, sankcionirat će ih se’, tvrdi Fučić. Budući da se kazne kreću od 10.000 do 100.000 kuna, pretpostavlja se da se malo tko neće pridržavati Pravilnika.
Valja napomenuti da se Pravilnik odnosi na sve građevine javne i poslovne namjene, već sagrađene i nove, i svaka će morati ispuniti propisane uvjete pristupačnosti u roku dvije godine od dana stupanja Pravilnika na snagu, odnosno do prosinca 2007. godine.
Na pitanje koliko će ove nove promjene stajati građevinare, Fučić kaže da taj odgovor ne može dati jer je ispunjavanje zahtjeva iz Pravilnika različito za različite građevine. ‘Troškovi ovise o vrsti građevine, načinu zahvata na njoj, materijalima. Ukratko, slučajevi nisu ujednačeni, pa se troškovi procjenjuju u svakom projektu zasebno’, smatra Fučić.
Bitno je naglasiti da su u izradu Pravilnika bili uključeni predstavnici udruga za osobe s invaliditetom, a zastupljene su bile slijepe i slabovidne, gluhe i nagluhe osobe te osobe koje se kreću u invalidskim kolicima ili koje koriste druga pomagala.
Povjerenstvo su, uz predstavnike nevladinih udruga i Ministarstva, činile stručne osobe koje se ovom problematikom bave niz godina.

110 osobnih asistenata za osobe s invaliditetom u Hrvatskoj

Ministarstvo obitelji, branitelja i međugeneracijske solidarnosti započinje s provedbom projekta osobnog asistenta za osobe s invaliditetom. Osobe koje budu koristile institut osobnog asistenta neće gubiti prava kojima se koriste na temelju invalidnosti niti pravo na korištenje ostalih usluga.
Ministarstvo obitelji, branitelja i međugeneracijske solidarnosti uskoro će početi s provedbom pilot projekta osobnog asistenta, namijenjenog osobama s najtežom vrstom i stupnjem invaliditeta, vrijednog 3,5 milijuna kuna. Osim što je cilj projekta pomoći potrebnim osobama, na ovaj će se način uposliti oko 110 osoba, koje će moći raditi 20 sati tjedno.
»Riječ je o pilot projektu za 2006., a nakon njegove provedbe vidjet ćemo što treba doraditi, kako bi se problem mogao sustavno rješavati«, rekla je Vjesniku Jadranka Kosor, potpredsjednica Vlade i resorna ministrica. Osobni asistenti moći će biti sve nezaposlene osobe starije od 18 a mlađe od 65 godina, sa završenom osnovnom školom i tečajem za njegovatelja ili srednjom stručnom spremom. Također, kandidati moraju biti članovi udruge koja se prijavljuje za sudjelovanje u projektu, za što je Ministarstvo prošloga tjedna raspisalo javni poziv. Članstvo u udrugama, naime, predstavlja svojevrsnu kontrolu potencijalnih kandidata, jer podrazumijeva provjeru njihovih sposobnosti, znanja i motiva kako bi se izbjegle eventualne zloporabe.
Uvođenju instituta osobnog asistenta cilj je, u prvom redu, unaprijediti život najtežih invalida. U popisu zadaća i poslova koje bi asistenti trebali obavljati navodi se, primjerice, higijena (pranje zubi, tuširanje, kupanja, pranje kose, češljanje, rezanje noktiju), pomoć pri ustajanju, odijevanju i razodijevanju, hranjenju i piću, ali i pripremanje obroka, davanje lijekova, obavljanje sitnih kućanskih poslova, te pratnja i pomoć. Upravo su takvi poslovi veoma često nesavladive prepreke za mnoge osobe s invaliditetom a, osim da pomažu u kući, osobni asistenti bili bi zaduženi i za obavljanje administrativnih poslova, poput odlazaka liječniku, podizanja uputnica, doznaka, recepata, plaćanja računa, odlazaka u banku, poštu i slično.
Na ovaj bi se način trebao olakšati život oko 110 najtežih invalida, osoba s tjelesnim oštećenjima, gluhoslijepih osoba, slijepih osoba s drugim poteškoćama, te gluhih osoba s dodatnim teškoćama. Proračun projekta pokrivao bi, osim cijene bruto sata rada osobnog asistenta, i njegove neizravne troškove, troškove putovanja, te troškove edukacije. Zarada asistenata trebala bi iznositi najviše 25 kuna neto po satu asistencije, a posao bi se odvijao najviše 20 sati tjedno, uz fleksibilno radno vrijeme. Po gruboj računici, asistenti bi za četiri sata rada dnevno tijekom pet dana u tjednu, mogli zaraditi oko tisuću kuna bruto tjedno, odnosno oko četiri tisuće kuna bruto u jednome mjesecu.
Projekt bi se trebao ravnomjerno provoditi u cijeloj državi, a osobe s invaliditetom koje budu koristile institut osobnog asistenta neće gubiti prava kojima se koriste na temelju invalidnosti, niti pravo na korištenje ostalih usluga. Osobe s invaliditetom moæi će same sugerirati osobu koju žele za svog osobnog asistenta, ali, jednako tako, budu li njome nezadovoljne, zatražiti promjenu. Osobni asistent, dakako, neće moći biti osoba s kojom je korisnik ovog prava sklopio ugovor o doživotnom uzdržavanju.

The awards for for good practices of social services providers in the field of disability


Within the program of supporting local stakeholders to the develop social services for persons with disabilities, Handicap International South East Europe organized in 2005 the second regional award for good practices of social services providers in the field of disability.
The purpose of the award was to promote and enhance the awareness of good practices in the field of social services at community level, promoting the principles of human rights approach, user participation, self-determination, and sustainable partnerships between different stakeholders.
In January, based on the selection of an international jury, five organisations were awarded: DODIR- the Croatian Association of deaf-blind persons, PORAKA- the Republic Centre for support of persons with intellectual disabilities in Macedonia, The Muscle Dystrophy Association in Belgrade, Serbia and Montenegro, PUZ– Association of Parents of children with special needs in Croatia and Veliki Mali– initiative for professional assistance to children with disabilities in Pancevo in Serbia and Montenegro that received the jury’s special prize. The total amount of the awards was 10 750 EUR.

Obavestenje o oslobadjanju od placanja TV pretplate

Po saznanjima do kojih je došao Milan Svilar, TV PRETPLATE su oslobodene osobe sa invaliditetom (OSI).

U naredna dva - tri meseca svoje obracune umanjujte za iznos pretplate od 300,00 dinara.

A OGN Zrenjanin obaveštava sve gluve osobe da imaju pravo da budu oslobodeni obaveze placanja TV pretplate.

Osnovni uslovi su da osoba ima 100% oštecenje sluha (ili vida), 100% telesnog oštecenja, ili da je korisnik prava na tudu pomoc i negu.

Za sve clanove organizacije zahtev sa potrebnim dokumentima u RTS ce slati OGN Zrenjanin.
Kada je u pitanju oslobadanje od obaveze placanja usluga kablovskog distributera SBB Zrenjanin, potrebno je prikupiti malo drugaciju dokumentaciju. Takode, SBB traži da se svakih 6 meseci ponovo šalje ista dokumentacija koja dokazuje da je rec o osobi sa 100% oštecenim sluhom (ili vidom).
Sve ostale osobe koje ispunjavaju uslove a nisu clanovi Organizacije mogu o detaljima da se raspitaju u OGN Zrenjanin, na broj telefona 61-156.

Dakle stvar je dokazana za one koji imaju 100% ostecenje sluha, vida ili vec cega... a sto se ostalih tice mogu da budu 100% osteceni za 300,00 din mesecno.

World Deaf Leadership Scholarship Program

Gallaudet University in Washington, D.C. is seeking applicants for the World Deaf Leadership Scholarship Program. Gallaudet University is the only liberal arts university in the world designed exclusively for deaf and hard-of-hearing students. The World Deaf Leadership (WDL) Scholars Fund is an endowed scholarship funded by the Nippon Foundation in Tokyo, Japan. The purpose of the WDL Scholars is to provide scholarships to Gallaudet students from different developing countries all around the world. Gallaudet will select WDL Scholars who demonstrate the ability to be national leaders and who will make a significant contribution to their country and possibly the world. The scholarship will cover tuition, room, board, and up to two internships in the studentfs country.

Recipients of the WDL scholarship must be from developing nations, have a strong desire to return home and have a specific goal and project in mind. Applicants will be asked to articulate their goals and how they intend to achieve them. To support students throughout their studies, students will work closely with a mentor of their choice.

4th call for project proposals of the INTERREG III B CADSES Neighbourhood Programme

This call for proposals aims at achieving higher territorial and economic integration within the co-operating area, promoting more balanced and harmonious development of the European space. The co-operation area includes regions belonging to nine EU-Member States: Austria, Czech Republic, Germany, Greece Hungary, Italy, Poland, Slovakia and Slovenia as well as to nine Non-EU-Member States: Albania, Bosnia and Herzegovina, Bulgaria, Croatia, State Union of Serbia and Montenegro, former Yugoslav Republic of Macedonia, Moldova, Romania and Ukraine.

With the 4th call the project applicants will for the first time be able to apply for funding from ERDF, CARDS, Phare and TACIS CBC by a single application form. A joint selection committee will then decide on project selection and approve grants from all four financing instruments.

Projects have to fulfil all minimum requirements as described in the Community Initiative Programme (CIP) and the Programme Complement (PC) for INTERREG III B CADSES Neighbourhood.
Please note that both documents have been revised. The CIP was approved on 17 December 2004 and the PC was approved on 10 June 2005.

Working Seminar: A Parking Place – One Step Closer to Accessibility
(Skopje, 29th September 2005)

On 29th September, 2005, Polio Plus will organize a Working Seminar: A Parking Place – One Step Closer to Accessibility.
A Parking Place Named Desire is a project which is based on the principles of the human rights approach, incorporating the upholding of basic human rights (through legislation) together with promoting a community spirit of collective responsibility achieved through the combination of civic education and awareness raising.
It is not sufficient to change laws – they are made to be broken. In order to achieve lasting and meaningful change, any legislative initiative must be accompanied by supportive mechanisms to facilitate the necessary change in cultural attitude that enables community ownership of the issues involved and the commitment and means to rectify them. This project is supported by the European Initiative for Democracy and Human Rights, Handicap International, British Government through the British Embassy in Republic of Macedonia and the Ministry of Interior of Republic of Macedonia
The Seminar will be held in the Hotel Continental, Skopje. More than 60 participants, mayors, presidents of the municipalities’ Councils, representatives from the Traffic Department within the Ministry of Interior and other relevant individuals from the 4 key areas, encompassing 7 cities in Macedonia (Skopje, Tetovo/Gostivar, Prilep/Bitola and Ohrid/Struga) have been invited to this seminar. The aim of the seminar is to raise awareness of the local authorities about the right to mobility and why it is important for the parking spaces designed for people with disabilities to be respected by the wider population. The seminar is deliberately designed to re-enforce this process.

Call for Proposals for former and current users of services of Share-see

In the frame of its activities for the 3rd of December, the International Day of People with Disabilities, in the frame of the SHARE-SEE project Handicap International and its partners: Associations of Disabled Students of Serbia, Center for Independent Living of Serbia, IC Lotos and Polio Plus launch a Call for Proposals destined to former and current users of services of SHARE-SEE (grants, consultations, trainings).

Public Call for Proposals for the improvement of the situation of people with disabilities in the Republic of Serbia

The Ministry of labor, employment and social policy of the Republic of Serbia, Department for the protection of people with disabilities, has addressed a public call for all interested organizations to submit their project proposals that will be financed from the funds provisioned by the Law on the Games of Chance from the budget line for social and humanitarian organizations.

The Ministry’s priority in this call for proposals is to improve the situation of people with disabilities in the Republic of Serbia by supporting following project activities:
1. Daily activities in protected conditions,
2. Counseling or therapeutic work,
3. Autonomous living and supported living,
4. Reinforcement of capacities of associations of people with disabilities through education,
5. Improvement of accessibility of the physical environment,
6. Improvement of accessibility of information,
7. Campaigns aiming at raising awareness and at support from the local community,
8. Innovative services and new conception of services.

The project submitters can be associations of people with disabilities, as well as other associations whose programs offer solutions of concrete problems in the above mentioned domains, institutions for social protection (centers for social work and residential institutions), educational institutions and local authorities.

Conference on Poverty and Disability in Europe
20-23 October 2005
Bucharest, Romania

From 20-23 October 2005 Inclusion Europe, in collaboration with Inclusion International and Inclusion Romania will organise a conference on Poverty and Disability in Europe in Bucharest, Romania.

The conference is part of a regional project on poverty and disability funded by the Norwegian Association for Persons with Developmental Disabilities (NFU).
Over the three years of the project Inclusion International will develop a baseline global report on poverty and disability using the Millennium Development Goals as a framework to be released at its World Congress in Mexico in 2006.

Inclusion Europe in partnership with Inclusion International will collect information from families and family based organizations as well as governments about the status of people with disabilities and their families in relation to poverty. Drawing from the information collected, a discussion paper will be developed accounting on the key issues impacting on the poverty of people with disabilities and their families from the perspective of families; it will also include an analysis and an account of the process in place in different countries to address poverty and a review of how they include people with disabilities as well as a description of the existing data and research in the area of poverty and disability in Europe.
The Conference to be held in Bucharest, Romania will bring together families, governments and experts from different fields in order to review the findings and analysis from the research.

Grantee training in Macedonia site

Three DPOs from Macedonia were granted in the frame of the 4th Call for Proposals. Two with the basic grants (LOTOS CE – PE– Gevgelia, and Star – Makedonska Kamenica) andphoto from the grantee training one with the development grant (DPO Message – Negotino). A grant training was provided On the 11th of June 2005 for 10 people ( 5 from DPOs, 2 from Polio plus and 3 from HI). This grant training was organized with the aim to introduce the granted DPOs to the process of writing financial and narrative reports that give a clear picture of implemented activities. In addition, DPOs were trained to make an analysis of whether the activities are well-planned and will successfully serve the objectives of the project. At the end of the training, HI staff explained the agreements with Handicap International that the granted DPOs had signed.


Sports and Recreation Activities, Struga 2005

The Republic Center for Support to Persons with Intellectual Disabilities– PORAKA has organized and realized sports and recreation activities in the period from the 16th to the 19th of June 2005. The activities took place in Struga, more specifically in the Center for Education of the personnel of Red Cross.

On the sports fields, 30 beneficiaries of the day centers from Skopje, Radovis and Ohrid showed their skills in football, basketball, running, pulling a rope and long jumps. The recreation part was fulfilled with afternoon parties and socializing, long walks in Struga and a visit to the church Plaosnik. The enjoyment of the beneficiaries was most than obvious, since most of them were without their families for the first time.

The aim of this activity was achieved: the beneficiaries of the day centers were actively involved in the sports and recreational events, and the persons engaged to work with them during those four days had the opportunity to find out relevant information regarding the behaviour of the beneficiaries away from the premises of the day centers. This information will be of great importance in their further work related to improvement of the independent living skills.

The Bridge- Connecting Mobility and Disability

A Project dealing with the mobility problem of disabled youth. The project’s main aim is to enable disabled youth to actively participate in creating and developing civil society by joining events and other activities, which will be prepared with proper conditions to travel and experience things that weren’t available for them before.

The aims of the project are:

1. To enable the participation in AEGEE activities for the disabled youth,
2. To change the perception of the disabled youth (show that they can and should contribute in building the civil society),
3. To establish general guidelines for adjusting events for disabled participants,
4. To improve mobility of the disabled youth,
5. to establish cooperation with organizations helping disabled with active participation in the society.

The major beneficiaries will be on the one hand the disabled youth, to whom one hopes to open the door to student organisations that every year guarantee infinite opportunities for civil and cultural growth and the integration with different realities, and the student organisations that will derive from the presence of disabled members in their list a further opportunity for growth and the real possibility of confrontation with problematic conditions strictly related to the defence and promotion of human rights. The surpassing of habitual cultural stereotypes, that prevent a proper interaction between the two worlds, will represent a considerable result packed with general benefits for the disabled and non disabled.

An exibition of handcrafts in Bugojno

On the 11 th of March 2005 , the Association of Deaf and Hard of Hearing persons from Bugojno, the CFP3 grantee, made the first public promotion of the association and its activities. An important event in the frame of this promotion was the public petition organized for citizens in order for them to support activities of this association. Over 500 signatures of support have been collected from citizens of the Bugojno municipality in more than two hours. The aim was primarily to inform the civil society about the existence of the DPOs in their municipality, as well as about their capacities, strengths and their needs and expectations.
After thisa great exhibition of models of houses, handicrafts made by deaf people from this municipality took place. The interesting thing that one should mention about this exhibition is that it took place in the municipal building with a full support from the mayor. EFOR representatives have also visited the exhibition and shown great interest for both the activities of association and the handicrafts made by deaf people from this municiplaity. The exhibition was opened by Mr. Ibrahim Coric, chairperson of the Association and the floor was given to representatives of the authorities on the cantonal level, of the Prime Minister of Central Bosnia canton.One of the speakers was the General Secretary of UGOS, Union at the federal level and representative of Human League at the Federal level as well. This was good a opportunity for the organization to develop better contacts with authorities and it has given to the local philanthropists and municipal authorities Letters of Acknowledgement for the given support.

This activity was co-financed from the municipal budget. The activity has been covered by the municipal TV station RTV Bugojno.

The Vulkan magazine will soon be published in Kosovo

This is about what is surely going to happen in Kosovo. We just have hot spa sources reminding us that we are floating on a hot lava mass.

But this is to be expected.

Don't worry now, we don't want to scare you anymore. Especially those who live here, there has already been enough of scary prognosis and scenarios.

What we are talking about is a magazine called Vulcan.

Some serious progress has been made regarding its publication and dispatching. One of the major investors from Kosovo will be the post company or the Post Telecom of Kosovo. This company is dominant in the communication business and represents a strong partner.

The Handicapkosova made a step forward months ago and the results are expected now, after several visits and negotiations with different parties who could be interested in helping this kind of activities. Handicapkosova made an important step and SHARE-SEE's contacts and technical support gave results.

The meeting took place in Pristina with the Vala 900 PTT director Driton Halili, Mr. Gëzim Abazi, Anke Harris and the SHARE-SEE local project officer.

The contact is now established and further meetings are being expected. Both sides have shown a good will to cooperate and solved the biggest problem until then- funding. The funds are available now. It is nice to see that the things are moving.

News from the Association of War Invalids from the 2nd World War

The status of the War Invalids from the Second World War has been recognized and they have been supported a long time before the creation of the organization, but these days are gone and now they are depending on social welfare.

It is the first time that they applied to an international Organization with their project and since they have received a grant some months ago. Although they are elderly persons, they feel empowered with the new computer and a printer in their office. The office is a bit smaller now but this it doesn't stop many of them to come and to be part of it.

Even though this small office of about 10 square meters is not the right place to have large groups, you can often find there five or more of them discussing. It is not the best area for nonsmokers.

But Mr. Osmani, president of the organization, says that now it is easier for them to visit and contact other PWDs because they have fuel and the possibility to place adverts in newspapers.

“We initiated many meetings and created 7 branches until now, so that PWDs from other municipalities do not have to come to Prishtina any more in order to be informed about what is going on”, said Mr. Osmani, injured by a mine in the 2 nd World War.

Although in very bad conditions, they are always smiling and it seems that life has taught them how to take things in a more positive way because their reality is not so optimistic.

They are elderly people who are trying to keep current with the times.

But one thing is sure: they feel that they are ready and strong to make things happen with all this new experience. “Not only we have learned how to contact and cooperate with the new organizations, but we learned many thing we didn't know before. And we have the feeling to have somebody to support us”, said Mr. Osmani.

A film, a video and a book about children with disabilities presented in Pristina

A film, a video and a book about children with disabilities have been presented in the ABC Cinema in Pristine. The event has been organized by Handikos and Save the Children from Kosovo. Studies about children with disability and a documentary film called "To be a child", produced in October 2003 by “Ejona productions” and filmed by Agron Hajdari , have been presented on the same occasion. The whole campaign aimed at raising awareness of the wide public on the needs and rights of children with disabilities.

There is a wide spectrum of people who have assisted to the premiere: international and local authorities, high representatives of the civil society, artists and eminent people from the music and film scene.

A video on the topic of rights of children with disabilities (staring Loreta Domi, a girl in a wheelchair) has also been shown first on the presentation and then in the local media.

These activities are expected to have a wide impact on the community. The film is also going to be shown outside the borders of Kosova.

A Compendium of Macedonian Legal Acts pertaining to disability issues promoted in Skopje

The 31st of March 2005 was a very important day for the disability movement in Macedonia ( and we believe for the Region as well). As you all know, Polio Plus has promoted the publication on International norms and standards for people with disabilities on the 3rd of December 2004 . An official promotion of the second publication - A Compendium of Macedonian Legal Acts pertaining to disability issues together with comments and examples from the law practice and court cases drawn from the legislative system in Macedonia took place on that day. We managed to have the Minister of Justice to be the official promoter of this book (a very important point: the message is that disability is not a social issue but a human rights issue). It has been explicitly said that one of the benefits from what has been achieved by now is the beginning of a participative democracy in the process of collaboration between the government and the DPOs.

The Association of Students with Disabilities obtained a bus accessible for people with disabilities

From 16th of March 2004, students with disabilities have one less barrier! The Association of Students with Disabilities, in cooperation with the city of Skopje and the public transportation of Skopje , obtained a bus that is entirely accessible for people with disabilities. The bus will be used for the transportation of students with disabilities and their assistants from their home to the faculty and back. The bus will be used as well for other people with disabilities that are not studying at the University. The transportation will be free of charge and will be available every working day from 07:00 till 09:00 and from 13:00 till 14:30 in the afternoon. The new service will facilitate the life of more than 20 students with disabilities.

A round table on human rights of persons with intellectual disabilities was held in Tetovo

A round table, organized by Association of parent of children with cerebral palsy, in the frame of the Share-See support was held on the 27 th of January in Tetovo. Relevant people from different structures, as well as parents of children with disabilities attended the round table. Parents of children with disabilities had the opportunity to ask representatives of institution about their legal opportunities. Conclusions on how to continue in the future have been elaborated at the end of this event, as well as measures that need to be taken. These conclusions will be sent to relevant institutions dealing with disability.

Round table on the subject “Support to the employment of persons with intellectual disabilities in Macedonia ”

The Republic Center for Support of Persons with Intellectual Disabilities – PORAKA, within the national campaign for support of the employment for persons with intellectual disabilities under the motto “WHAT ABOUT MY RIGHTS?” held a round table on the subject “Support to the employment of persons with intellectual disabilities in Macedonia” on 16th of December 2004 in Skopje.
Participants at the round table were representatives of: The Ministry of Labor and Social Policy, the Inter-Party Parliamentary Lobby Group for the Rights of Persons with Disabilities, the Agency for Employment, the State Inspectorate for Labor, the National Coordinative Body for Provision of Equal Rights of Persons with Disabilities, the Center for Social Work – Skopje, the Institute for Mental Health – Skopje, the Secondary School “Naum Ohridski” – Skopje and the Secondary School “Iskra” – Stip, the Union of Organizations of Persons with Disabilities of Macedonia, the representatives of the local authorities and representatives of the local branches of PORAKA.
After the introductive presentations and a discussion, the participants of the round table unanimously adopted the following:

CONCLUSIONS/RECOMMENDATIONS

1. Consistent use of the Regulative for the Assessment of the Specific Needs of Persons with Physical and Psychological Disability.
Compliance with and application of the Article 10 from the Regulation when establishing the level and the type of the specific needs in order to provide recommendation for education, rehabilitation and vocational training in institutions that are registered for that purpose.
Educational neglect or border case and others that are not covered by the Article 10 of the Regulation should not be established in the official document of a professional body.

2. The Law on Employment of Disabled Persons (Article 2, Paragraph 1) allows opportunities for employment of persons with mild intellectual disability, excluding the other persons with intellectual disability from realizing the constitutional right to employment.
Changes and amendment of the Law for Employment of Disabled Persons is necessary, because of the provisions of possibilities for employment of persons with intellectual disabilities according to the working ability, regardless the level of intellectual disability.
PROPOSITION : Article 2, Paragraph 1 should state: “A person with a disability, within this Law, is a person with impaired sight, impaired hearing, impairments in the voice, speech and language, a physically disabled person, a person with intellectual disability , a person with multiple disabilities and a person with psychosis that, because of the level of disability, has specific needs in his/her work.”

3. In order to decrease the possibility of exploitation, when paying the salary to persons with intellectual disabilities, the authorized representatives of the saving account or checking account should only be a member of the closest family of the employee with intellectual disabilities or his/her guardian.

4. Introduction of a quota system for employment of persons with intellectual disabilities on the open labor market.

5. Strengthening the mechanism for monitoring and control of the relationship of the employer towards the employed persons with intellectual disabilities.

6. Decreasing discrimination and prejudice towards persons with intellectual disability included in the working process.

7. Involvement of the organizations of persons with intellectual disabilities when developing strategies on important issues related with the right to employment for persons with intellectual disabilities.

8. Coordination and close cooperation between the competent bodies and factors is necessary for overcoming the inconsistencies in the realization of the right to employment for persons with intellectual disabilities.

9. The Ministry of Labour and Social Policy should authorize the Republic Center for Support to Persons with Intellectual Disabilities – PORAKA and its local organizations to conduct insight and monitoring of the conditions regarding the realization of the rights and obligations of working relation for the persons with intellectual disabilities.

Agreement between Council of Ministers and NGOs in Sarajevo
On the 7 th of December, an NGO Conference organized by the Center for Civil Cooperation of Sarajevo took place at the Hotel Holiday Inn. Its Coalition Board “To work and Succeed Together” gave the name of the Conference. There were over 400 representatives from different local NGOs from all over the country of Bosnia and Herzegovina , with some quests from Serbia and Montenegro NGO Sector. Deputies from national Government bodies from both entities also participated. The discussion was about a signed Agreement on Cooperation between the Bosnian Council of Ministers and the Non Governmental Sector in BiH. This Agreement aims at creating a new approach to the partnership between the Council and the non-governmental sector. It offers the opportunity to have better and different relationships than in the past.
